The Texas Legislature convenes every two years, for only 140 days. Our 2025 legislative session runs from January 14 - June 2. During this time, lawmakers in the House and Senate will consider thousands of bills, but only about 20% will pass into law.
The Texas Legislature's system is designed to kill legislation, not pass it. The process is fast-paced, with committees meeting day and night to sort through bills. The Speaker assigns bills to committees based on subject matter in the House. The Lieutenant Governor assigns bills in the Senate.
More than a dozen cannabis-related bills have been filed, but we expect to see at least a few more by the time we reach the filing deadline in March, which is about when the committee process begins. Learn more about the legislative process.
