Since 2014, the Texas Cannabis Policy Center has worked to make Texas cannabis laws fair, practical, and grounded in evidence. We are a nonpartisan advocacy organization that educates lawmakers, informs the public, and brings Texans to the Capitol to make their voices heard.
We believe in individual liberty, personal responsibility, and limited government. That means no Texan should face arrest or a criminal record for possessing a small amount of cannabis, patients should be able to get the medicine they need, and businesses should have clear, workable rules instead of constant uncertainty. We stand for decriminalization, expanded medical access, a responsibly regulated hemp marketplace, and, in the long run, legal access for adults.
Cannabis reform isn’t a fringe issue. It’s a Texas issue, and we’re here to make sure lawmakers hear that loud and clear.
Our Team
Sarah Todd, Director
Sarah Todd started in the cannabis industry in 2007 when she joined 420 Science, one of the longest standing online retailers of cannabis accessories. She helped lead that business and take it to a successful exit in 2022. Like so many business owners in the space, she knows what it means to build a business while regulations shift beneath your feet and laws eliminate entire product categories. That was partially behind her decision to sell, and rather than stepping away from the fight, she stepped toward it. She has been a supporter of cannabis policy reform since 2009 and has been advocating for sensible cannabis laws in Texas ever since, including deep involvement in the 89th legislative session. Sarah is a passionate advocate who came to this work through genuine conviction. After nearly two decades in the industry, this work is a natural next chapter building on who she has always been.
Holly McCord, Communications Director
Holly McCord is a Texan and longtime advocate who leads Bullfrog Botanicals dispensaries in Austin. She understands firsthand how the constantly shifting regulatory and political landscape in Texas affects day to day business operations, and that understanding drives her commitment to fighting for sensible policy that works for operators and consumers alike. She has been working as Communications Director at TCPC since 2024. Her passion for medical cannabis access is deeply personal, having witnessed firsthand the power of cannabis to provide comfort while caregiving for a close friend with cancer. Holly knows the power cannabis has to change lives and has made it her mission to fight for every Texan’s right to access it. This work is not a new direction for her. It is who she has always been.
Heather Fazio, Board Member
An advocate of individual liberty and personal responsibility, Heather Fazio has worked toward limited government since 2009. She served as Executive Director of Texans for Accountable Government from 2011-2014 and has served as an advisory board member of Texas NORML since 2012. Heather served as Texas Political Director of the Marijuana Policy Project from 2014-2018 and helped build our multi-partisan coalition. She serves in various capacities, including board member of the Texas Cannabis Policy Center. Heather is also the lead organizer of the Texas Cannabis Policy Conference.
John Baucum, Founding Board Member
John is Chairman Emeritus of the Texas Young Republican Federation. Additionally, John serves on the City of Houston’s Houston Public Safety Advisory Committee, where he is charged with meeting Houston residents to hear concerns, and relay those concerns to the Houston Police and Fire Departments on a quarterly basis. He is the former President of the Houston Young Republicans and was a founding member and former Treasurer of the Houston Republican Liberty Caucus. John was voted 2014 Man of the Year by the Texas Young Republican Federation. John is active with many other clubs in Houston as he continues to build onto the grassroots network in Harris County and beyond. John has a passion for volunteering and works with many organizations and charities in Houston.
Trish Taylor, Founding Board Member
Trish Taylor has been working to reform marijuana laws in Texas for more than two decades, beginning with assisting in the planning of the first Austin Million Marijuana March in 1999. Over the years, while paying the bills with her day job at the Texas Department of State Health Services, she has volunteered in many capacities with reform organizations, including the Drug Policy Forum of Texas, Texans for Medical Marijuana, Texas Coalition for Compassionate Care, Law Enforcement Against Prohibition, the Marijuana Policy Project, and Texas NORML. She retired from State employment in 2013, but has continued her reform volunteerism. Trish has three adult children and five grandchildren. She is currently staying in Louisiana and caring for her elderly mother. She is a legal Louisiana medical marijuana patient.
