Taking over as Director is Sarah Todd. Sarah is a passionate advocate with genuine conviction for our shared cause. In addition to supporting cannabis non-profits for many years, Sarah has been volunteering with TCPC for the past 3 years. We are so proud to have her stepping in to serve as Director!
Holly McCord, another TCPC volunteer who’s been with the organization since 2024, has been an invaluable addition to the team, serving as Communications Director. Holly manages our social media presence and has been instrumental to the execution and success of the Texas Cannabis Policy Conference.
Continuing their roles as board members, Heather Fazio, Trish Taylor, and John Baucum extend gratitude and support to Sarah, Holly, and each of you as we build on years of grassroots advocacy.
We’re excited about this new chapter for our organization and our state’s evolving cannabis policies!

October 13: Meet Holly and Sarah in Austin!
Join us after the first day of the Champs trade show for happy hour at Cosmic Saltillo from 6 to 8 pm. It’s a chance to meet our new leaders if you haven’t already, catch up if you have, talk about what’s ahead for the 2027 session, and connect with others in the Texas cannabis community. This happy hour is open to everyone, we’d love to see you there!

About Sarah Todd and Holly McCord
Sarah Todd started in the cannabis industry in 2007 when she joined 420 Science, one of the longest standing online retailers of cannabis accessories. She helped lead that business and take them to a successful exit in 2022.
Like so many business owners in the space, she knows what it means to build a business while regulations shift beneath your feet and laws eliminate entire product categories. That was partially behind her decision to sell and rather than stepping away from the fight, she stepped toward it.
She has been a supporter of cannabis policy reform since 2009 and has been advocating for sensible cannabis laws in Texas ever since, including deep involvement in the 89th legislative session.
After nearly two decades in the industry, this work is a natural next chapter building on who she has always been: an advocate.
Holly McCord is a Texan and longtime advocate who leads Bullfrog Botanicals dispensaries in Austin. She understands firsthand how the constantly shifting regulatory and political landscape in Texas affects day to day business operations. That understanding drives her commitment to fighting for sensible policy that works for operators and consumers alike. She has been working as Communications Director at TCPC since 2024.
Her passion for medical cannabis access is deeply personal, having witnessed firsthand the power of cannabis to provide comfort while caregiving for a close friend with cancer.
Holly knows the power cannabis has to change lives and has made it her mission to fight for every Texan’s right to access it. This work is not a new direction for her, it’s work she has been committed to for a decade.
2027 Starts Now
The 2027 legislative session begins January 12 and there is a lot of work to do. Penalty reduction, expanded TCUP access, and sensible regulation of the hemp marketplace are all on the table. Texas needs a strong, organized, well-resourced voice at the Capitol. That voice is Texas Cannabis Policy Center and our work is only possible with your support!
