
Policy Update: Governor Abbott’s Executive Order on Hemp-Derived THC
Last week, Governor Abbott issued an Executive Order directing state agencies to implement new safeguards around hemp-derived THC. His order emphasizes collaboration between agencies to protect public health, safety, and welfare while preserving responsible adult access.
Specifically, the order directs the Department of State Health Services (DSHS) to immediately begin rule-making that will:
- Prohibit sales to minors
- Require government-issued ID verification at point of sale
- Revoke licenses or registrations for businesses caught selling to minors
The order also tasks the Texas Alcoholic Beverage Commission (TABC) and other agencies with coordinating enforcement and accountability measures. TABC has already launched a new webpage to keep stakeholders updated on their progress.
These developments represent an important shift: Texas is moving toward stronger regulation, not prohibition. Still, the details will matter. Rule-making is now underway, and Texans will have the opportunity to weigh in as policies are drafted and finalized.
